Utilizing ARPA funds partnered with other down-payment assistance, we were able to provide sufficient down payment to allow a low-income family of four to purchase a new construction home through the City of La Crosse Reconstruction project. Not only did this down-payment assistance allow the family to stay in the neighborhood of their choice, but it also helped support a program that aims to revitalize city neighborhoods through building new homes. CouleeCap First Time Homebuyers Program
The City of La Crosse’s program allows low-to-moderate income families purchase a new home and in turn, build generational wealth. Partnering these funds created instant equity in their new home. Being able to purchase this home in their neighborhood meant their children could remain in their schools without transition and they didn’t lose any of the support network they already developed in the area as they went through the homebuying process and move.

"This assistance program and education helped me a lot at that time. I am happy that we have this program to help families with low income like us. Because of this program, me and my family did not have to borrow money from relatives or elsewhere. It helped us save money out-of-pocket, too. We appreciate this. Thank you."
