***IMPORTANT PSN ONLINE PAYMENT INFO***

  1. Payments, late fees (typically after the 25th of the month) or any other account adjustments may not update on PSN's "Balance Due" total on the Billing Overview Page for 3-5 business days. If you are paying after the due date, call the Utilities Office to find out how much you need to pay to avoid any further late fees.
  2. If you plan to register for Auto-Pay with your utility account, it is recommended to set the scheduled date between the 10th and 20th of the month. If you choose the 1st of the month for example, that date is before the bills are printed, but after the due date, and late fees will be incurred.

How to Make a Payment

Option 1: Pay Online (Credit Card, Debit Card or Electronic Check)

Make a payment through our secure payment processor, PSN. You can make a one-time payment or set up Auto-Pay for the amount of your bill or a fixed amount per transaction. You can also print PSN payment receipts, view your bills, change how you pay, cancel Auto-Payments and much more, instantaneously. Never be late and have late fees assessed when you process your payment on or before the due date. A payment posts the same day you make it as long as the funds are available. Once you register, it's a 3-step process after that. There is a third-party convenience fee of 3.00% per transaction plus $0.50 for transactions under $100 for debit and credit cards, and it is FREE for electronic transfers from your checking or savings account.

Option 2: Mobile Payments (Credit Card, Debit Card or Electronic Check)

Once you have registered online, you can download the free “PSN Payments” application (Compatible with any iPhone, iPad, or Android phone or tablet). Then login to your account and follow the prompts to complete the transaction. There is a third-party convenience fee of 3.00% per transaction plus $0.50 for transactions under $100 for debit and credit cards, and it is FREE for electronic transfers from your checking or savings account.

Option 3: Pay By Phone (Credit Card, Debit Card or Electronic Check)

You can call 1-877-885-7968 to pay with a credit card, debit card or checking/savings account payment. Make sure you have your utility bill to provide your utilities account number and ZIP code. There is a third-party convenience fee of 3.00% per transaction plus $0.50 for transactions under $100 for debit and credit cards, and it is FREE for electronic transfers from your checking or savings account.

How to View Your Bill

You can view your utility bill online, and if you want, you can opt out of paper bills at any time, helping the Utilities reduce costs. Give it a try; you will love the convenience. We will send you an email each time your new bill is ready to view.

Step 1: Register to View your Bills Online (FREE Service)

If you have already registered on PSN to make payments, you are automatically enrolled in eBills. Simply visit PSN and select the View Bills tab. Towards the bottom of the page, check "Yes" and then click Submit to go "paperless" if you would like us to stop sending your paper bills and help save money and resources.

If you have not yet registered for paying online, visit PSN and register. (You do not have to pay online to view your bills online.) Enter your La Crosse Utilities account number (without the dash) and your name (last name is all that is needed). Then at the bottom of the page, click Select. Fill out your profile information. Please consider going "paperless" when asked.

Step 2: Enter Our Email in Your Address Book

To make sure your receive our email notifications, copy and paste the following email into your address book:

That's it! With the next billing cycle, we will send you an email letting you know your bill is ready and a link to view your bill. Remember, you can easily make an online payment right from your email notification.


Opt out of Receiving Paper Bills at Any Time

You can take this step immediately or if you would prefer to test out receiving your emails electronically for a month or two, you can take this step at any time. Simply visit PSN, go to the View Bills tab and select "Go Paperless".

The La Crosse Utilities chose Payment Service Network (PSN) as its payment and billing provider because of its high level of security and its ability to integrate with our current processes. We hope you enjoy the service.

Other Utility Payment Options & Online Account Access - City Treasurer

Option 1: In Person (Cash, Check or Money Order)

Bring cash, check or money order, along with your bill pay stub to:

Open from 8:30am-5:00pm Monday-Friday

The City Hall lobby is open from 8:00am to 4:00pm, Monday through Thursday. The City Treasurer is now located in the lobby to accept payments in person during these hours. 

Option 2: By Mail (Check or Money Order)

Mail your check or money order payable to “City Treasurer” with reference to your account number, along with your bill pay stub to:

Option 3: Drop Box (Check or Money Order)

Drop an envelope with your check or money order in the red drop box, located on the north side of City Hall on the La Crosse Street side. Include the bill pay stub, and reference the account number (or numbers) on the payment.

Option 4: Your Bank Online Bill Pay (Check or ETF)

Set-up a vendor account for the La Crosse Utilities, using the account number exactly as it appears on your bill. There must be a separate vendor account for each Utilities or City bill you receive.
