Replacement Housing Program & Loan Information
Buyers are required to provide minimum financing of $120,000; the City will provide a 2nd mortgage with deferred payments and a forgivable 3rd mortgage for the difference of the asking price and the Buyers financing.
City's loan terms: the deferred 2nd mortgage is 3% simple interest, ceasing to accrue at 1/2 the principal value, monthly payments are not required, matures after 30 years. The forgivable 3rd mortgage is 0% simple interest, a portion is forgiven each year over a 15 year period.
All properties have an owner occupied deed restriction. Purchaser must qualify for the City's Replacement Housing Program (refer to the application link below for a list of eligibility criteria). To purchase a Replacement Housing home, the Buyer must have a gross income below 80% of County Median Income (please see income chart below) and qualify for a conventional 30 year mortgage. Buyers must complete an application for the Program along with or prior to submittal of an offer to purchase.

NOTE: Buyers must submit a formal written offer to purchase AND a Replacement Housing Application. Offers to purchase have to be approved by the Economic and Community Development Committee (ECDC), the ECDC meets the 4th Wednesday of the month. Offers to purchase and applications must be submitted by the 3rd Tuesday to be considered for approval. Incomplete offers and applications will not be considered.
