The City of La Crosse strives to provide information to its citizens utilizing the most up-to-date means available, improving transparency and providing easier access to accurate information
The purpose of this project is to develop a comprehensive Hwy 53 Corridor Master Plan that will address transportation design of infrastructure, economic development opportunities, urban design, land use and redevelopment opportunities, environmental opportunities and constraints, historic preservation, and linkages to the adjacent neighborhoods for the Northside of La Crosse. Hwy 53 from 1-90-Exit 3 is a primary gateway into the City of La Crosse and the development of a master plan has been a high priority for many years. This plan is intended to provide the framework necessary to plan for the land use, redevelopment, and transportation decisions of this corridor for the next 15-20 years. This corridor is also part of the Great River Road National Scenic Byway that runs from northern Minnesota to the Gulf of Mexico.

Public Participation/Steering Committee Meetings
Effective community engagement is essential for good public decision making and will be critical to understanding needs, developing land use plans, and building support for the Hwy 53 Corridor Master Plan. The Community Engagement Plan (CEP) will serve as a guide for the engagement of Hwy 53 Corridor stakeholders, residents, and businesses during the planning process. The purpose of the CEP is to document the tasks related to stakeholder and public engagement that will be undertaken during the preparation of the plan. In general, the intent of the community engagement process will be to be proactive rather than reactive, and to work closely with local communities to build on their successes and to empower people to engage in this as well as other future public initiatives.
Public activities include four Public Meetings/Presentations. The purpose of the meetings is to gather meaningful input from and disseminate information to elected officials, area residents, businesses, institutions, and other stakeholders. Information from these meeting will be used to plan for more efficient and safe travel in the corridor for all users.
All meetings are open to the public to attend.

Steering Committee and Consultant Team
The Common Council approved the creation of the Hwy 53 Corridor Master Plan Steering Committee that primarily consists of North La Crosse residents, business owners, and elected officials. The purpose of the Steering Committee is to be a principal advisory body that will provide guidance and support to planning staff and the Consultant Team throughout the planning process. The Committee will provide leadership; guidance on key issues based on the member’s unique knowledge of community needs and goals; review major work elements and products prior to release to the public; and provide input and feedback on key issues, visions, and land use policies. The Steering Committee typically focuses on input, review, and community acceptance of fundamental visions and policy directions rather than deliberating on the precise wording of policies and programs or technical supporting data. Members will also serve as conduits to their respective constituents, informing them about opportunities for public participation, distributing workshop flyers and other information, and encouraging public participation in the process.

A Request for Proposals (RFP) was sent out by the Planning and Development Department to select a consultant firm or team to assist the City in creating the plan.
