In 2014, with full support from the Mayor and Common Council members, the La Crosse Police Department added four newly created positions – Neighborhood Resource Officers (NROs). These positions were made possible through a Federal Grant and private donations that were provided in this first-ever, unique public-private partnership.  Building upon the successes of the NRO program, two additional officers were assigned as NROs in 2016, another two officers in 2018, and most recently, two more in 2020.

The Neighborhood Resource Officers focus their efforts on community concerns within their assigned neighborhoods - Washburn, Lower Northside Depot, Downtown, Powell-Poage-Hamilton, and Parks-Parking-Transit. They are at the forefront of community policing and neighborhood enforcement efforts, working with La Crosse citizens, business owners, and students to address the needs of specific neighborhoods and the greater La Crosse community.

Along with fulfilling their regular law enforcement duties as Police Officers, the NROs are able to more closely interact with their neighborhoods by meeting with business leaders and members of local organizations; attending community meetings and events; and visiting with the citizens living in the neighborhoods. The NROs also serve as liaisons between the citizens we serve and the City of La Crosse leaders such as the Mayor, Council Members, and Department Heads.
