No person shall operate a horse-drawn vehicle for the conveyance of passengers for hire or ceremonial processions (except for participation in a licensed parade and funeral processions) without having first obtained a license for such vehicle from the City. See Ch. 10, Art. XIV of the La Crosse Municipal Code.
“Horse-Drawn Vehicle” means any surrey, carriage, wagon, cart or similar device which is pulled by one or more horses, for any purpose, which is operated upon any public property or right-of-way.
License Period
The license for any horse drawn vehicle shall annually expire on December 31st unless sooner revoked or suspended.
License Fee
$60.00 per 3 vehicles so operated is due at the time of application (cash, check payable to City Treasurer or credit with convenience fee).
How to Apply
Applications shall be made in writing on the form prescribed by law and filed with the City Clerk's Office who may issue the same after appropriate investigation by the Director of Public Works, Traffic Engineer, Police Department and Common Council approval.
Application must also provide a current veterinary certification that the animal is in good health, free from infectious disease, and is fit for horse-drawn vehicle service.
Filing Deadline
Applications received by 5:00 p.m. on the Monday following the second Thursday of the month will be submitted to and considered by the Common Council at their next regularly scheduled meeting.
Insurance Requirements
Licensee shall provide and maintain commercial general liability insurance at least as broad as Insurance Services Office (ISO) Commercial General Liability Coverage with limits no less than: General Liability - $500,000 per occurrence for bodily injury, personal injury and property damage. The policy shall be endorsed naming the City of La Crosse as additional insured and the endorsement must accompany the certificate at time of application.
Daily Permits
Daily, non-refundable permits shall be issued by the City Clerk to eligible applicants who make proper application to the City Clerk, provide adequate proof of insurance, and tender the full application fee.
- The permit shall be for one (1) calendar day, as designated.
- The permit fee shall be $35.00 per day.
- Each vehicle shall require a separate permit.
