No person shall operate a pedicab or pedal car for the conveyance of passengers for hire or reward without having first obtained a license for such vehicle therefor from the City.
Pedicab means a multi-wheeled, non-motorized bicycle-like vehicle with an attached passenger compartment that is propelled by a driver pedaling to convey passengers for hire in the public way.
Pedal car means a commercial quadricycle that is operated by the vehicle owner or an employee of the owner and is designed to carry multiple passengers that pedal to propel the vehicle. Pedal cars may be motor assisted.

License Period
The license for any public passenger vehicle shall annually expire on December 31st unless sooner revoked or suspended.
License Fee
$60.00 per vehicle is due at the time of application (cash, check payable to City Treasurer or credit with convenience fee).
How to Apply
Applications shall be made in writing on the form prescribed by law and filed with the City Clerk's Office who may issue the same after appropriate investigation by the Police Department and Common Council approval.
Applications shall be accompanied by a Certification of Inspection (completed by an reputable bicycle technician) for each vehicle certifying that such vehicle to be used for hire is in good mechanical condition.
A certificate of liability insurance coverage shall be provided for in the minimum amount of $2 million dollars for bodily injury and property damage per occurrence covering all vehicle operations. This coverage may be provided in any combination of primary and umbrella/excess insurance coverage. Said policy shall name the City of La Crosse, its elected and appointed officials, officers, employees and authorized agents as additional insured. Note: The additional insured endorsement must accompany the certificate of insurance at time of application.
Filing Deadline
Applications received by 5:00 p.m. on the Monday following the second Thursday of the month will be submitted to and considered by the Common Council at their next regularly scheduled meeting.
Pedicab/Pedal Car Operator's License
No person licensed as a pedicab or pedal car company shall allow any person to operate any vehicle licensed in the name of said person unless said driver has first obtained a vehicle operator's license from the City.
Alcohol Restriction
No alcoholic beverages may be allowed onboard or consumed by passengers while onboard a pedicab or pedal car except as allowed by Wisconsin Statutes Sec. 346.94(23).
